DUTIES OF OFFICERS

PRESIDENT

Presides over all meetings of the Association; appoints all Committees; is ex-officio member of all Committees; and should propose initiatives for the good of the Association.

May approve all expenditures under $100.00. Anything over $100.00 must have approval of the Executive Board.

Is the official liaison between the Texas Veterans Commission and the VCSOA; official spokesman. For VCSOA to all veterans organizations and other service groups.

Should either attend or designate another officer in his/her place to attend all Texas Veterans Commission quarterly meetings. Must attend the Texas Veterans Commission Budget Workshop and the annual County Judges and Commissioners Conference in the year that he/she is presiding.

Either the President or his/her designate must attend all Texas Veterans Commission Spring Conferences for the VCSOA.

Is responsible for filing the annual report to the membership. This is traditionally an oral report given at the annual meeting.

VICE-PRESIDENT

Must assume all duties of the President in the event of incapacitation or if the President is no longer entitled to hold office.

Should perform any tasks requested by the President.

JUDGE ADVOCATE

Acts as parliamentarian for the VCSOA. Rules on any question interpreting the Constitution and Bylaws during the annual business meeting of the VCSOA.

SERGEANT-AT-ARMS

Sees to it that proper decorum is observed during all official meetings of the Association.

Escorts all VIPs to the podium at the request of the presiding officer.

CHAPLAIN

Is responsible for the spiritual conduct of the Association. Offers the invocation/benediction at the VCSOA annual conference.

SECRETARY

 

Records the minutes of the VCSOA annual conference and the annual Executive Board meeting.

 

Transcribes the minutes of the annual conference and Executive Board meetings, and sends printed copies to all Officers and Regional Directors.

 

Maintains records of membership and dues status.

 

Upon becoming aware of deaths of members, takes appropriate measures to notify other officers, and contacts the Treasurer regarding payment of the VCSOA death benefit.

 

At the end of June of each year, sends out letters to each Regional Director for the purpose of selecting the Outstanding Service Officer of the Year and the Dan Garcia Memorial Achievement Award. Upon selection of award winners, ensures that appropriate recognition plaques are ordered and prepared in time to be presented at the annual conference.

 

Performs any task needed by the President and other officers of the Executive Board.

 

TREASURER

 

Maintains the Association books, logging all disbursements and receipts.

 

Receives all dues paid and gives out membership cards and receipts.

 

Reimburses officers for expenditures and travel expenses, which are properly documented.

 

When new roster of VCSOs is received from the Texas Veterans Commission, marks off those who have paid dues and sends a list of those with unpaid dues to the Secretary and each Regional Director.

 

REGIONAL DIRECTORS

 

Serve as the direct contact between the Association members in their region and the VCSOA President; should be available to receive and try to resolve any complaint or problem raised by a VCSO in their region.

 

Assist the President with Association projects as needed; act as advisor to the President with any matter pertaining to the Association or the resolving of any problems of a VCSO.

 

Contact VCSOs in their region who are eligible for membership in the Association and encourage them to join.

 

Nominate VCSOs from their region for the Outstanding Service Officer of the Year, Dan Garcia Memorial and Achievement Awards.

 

Hold quarterly meetings with VCSOs in their region and send reports of these meetings to the President and Secretary. These quarterly reports should include membership status information for their region.
